No, really:
NUKE AND PAVE!
CalTech astronomer Fritz Zwicky was the first to conceive of dark matter, supernovas and neutron stars. He also had a theory about colonizing the solar system using nuclear bombs. We could terraform other planets, he argued, by pulverizing them and then moving them closer or further from the sun.
I'm all for it. Let's go vent our aggressions on someone else's planet.

Don't waste the nukes on some silly terra-forming, the development of radioactivity-proof humans wouldn't keep up once you move the nukes off planet, so it'd be pointless!
Nukes are for spaceship drives and asteroid mining!
